The commencement date of the higher diploma’s first edition in Management and Territorial Planning (DSPOT) approaches in this 2009’s first half. This will be carried out in Antigua Guatemala, promoted by DEMUCA Foundation and with Lincoln Institute’s participation.
The DSPOT is intended for both authorities and municipal officials and to other key local stakeholders with interference and incidence in the territory and local development planning processes. It will be given for a total of 35-40 participants, with 5 representatives for each Central America’s country and Dominican Republic. In order to facilitate the practical work throughout the Diploma and promote land management processes which could subsequently be implemented, it is expected that each country delegation will be local actors of the same Commonwealth or municipality.
Learning Objectives:
- The DSPOT is intended to cover the different stages of the Land Ordering Strategic Plan’s formulation and its instruments of management, in order to systematize actions and compare already experiences with the participants.
- The DSPOT aims to strengthen the participants’ capacities, exposing them to methodologies of diagnostics construction as well as to the solution strategies and a discussion of the maneuvering space available from the political, technical and economical views to bring a plan until its execution

These are the considered themes to develop during the three days of the diploma:

- Concepts and Definitions: The territorial’s Ordering and Planning (OPT) as a tool for improving the life’s quality. Territorial areas: national, regional and local. The OPT in the Latin American context. Urban change and regional structures.
- The legal and institutional framework that supports the OPT at different levels, and specifically, at the local level.

- Module 1: Cartographic base and the use of GIS
- Module 2. The formulation of local diagnosis (delimitation, physical environment, population, social structure)
- Module 3: The local diagnosis formulation (economic activities, urban and rural structure)

- Module 4: Formulation of the local diagnosis (transport, roads and mobility system)
- Module 5: Formulation of local assessment (institutional and legal analysis)
- Module 6: The local diagnosis, development vision, synthesis and conflict’s prioritization

- Module 7: The prognosis (techniques, situation assessment)
- Module 8: Construction of alternatives and changing scenarios

- Module 9: OPT and local economic development

For now, it is possible that some technical support will go further, not only to take pictures in the park but to systematize a Territorial Ordering Plan that we have been promoting.
